PANDEF Mourns the Exit of a National Titan: Tribute to Chief Albert Korubo Horsfall, OFR.

It is with deep sorrow and a profound sense of loss that the Pan Niger Delta Forum (PANDEF) announces the passing of one of our most distinguished founding members of the Board of Trustees, Chief Albert Korubo Horsfall, OFR, who answered the ultimate call on Wednesday, 9th September 2026, at the age of 84.

Chief Horsfall was an illustrious son of Buguma in the Kalabari Kingdom of Rivers State and a towering figure in Nigerian history. His career spanned decades of exceptional public service, where he established himself as a pillar of national security, regional development, and strategic leadership.

As a pioneer in Nigeria’s intelligence architecture, Chief Horsfall earned wide respect for his intellect and dedication while serving as the inaugural Director-General of both the State Security Service (SSS/DSS) and the National Intelligence Agency (NIA).

Beyond his contributions to national security, he was an ardent champion for the Niger Delta. He served as the pioneer Chairman of the Oil Mineral Producing Areas Development Commission (OMPADEC)—the structural precursor to the modern Niger Delta Development Commission (NDDC)—and later as Presidential Adviser on Niger Delta Affairs.

His political courage and vision also led him to aspire to the highest office in the land as a presidential candidate under the Peoples Democratic Party (PDP).In 2016, Chief Horsfall played an instrumental role in the formation of PANDEF, providing wise counsel, steadfast leadership, and unwavering commitment to the peace, stability, and advancement of the Niger Delta region.

Culturally, he held the revered traditional stool of the Omekwe Paramountcy, representing a historic naval headship among the Kalabari people.

On behalf of the leadership, Board of Trustees, and entire membership of PANDEF, I extend our heartfelt condolences to the Horsfall family, the Kalabari Kingdom, and the government and people of Rivers State.

In honor of his enduring legacy, all PANDEF chapters across Nigeria and the Diaspora are directed to suspend official social engagements and observe seven days of mourning by displaying his profile image across all organizational platforms starting Friday, 11th September 2026.

May Almighty God give his family the strength to bear this irreparable loss.
