On behalf of the Pan Niger Delta Forum (PANDEF), the entire leadership, and the people of our region, I extend my most heartfelt condolences to the immediate family, the Omekwe Paramountcy, and the people of Buguma in the Kalabari Kingdom over the passage of our patriarch, Chief Albert Korubo Horsfall, OFR, who departed this life on Wednesday, 9th September 2026, at the age of 84.
To the family, we recognize that no words can fully ease the pain of losing a father, a leader, and an anchor. Chief Horsfall was a monumental figure whose life was defined by an unyielding commitment to duty, honor, and public service.
While the nation remembers him as a pioneering security leader and developmental architect, we know that to you, he was a cherished guiding light whose presence filled your lives with wisdom and strength.
His extraordinary achievements—from serving as the inaugural Director-General of both the State Security Service (SSS/DSS) and the National Intelligence Agency (NIA), to establishing the framework for regional development as the founding Chairman of OMPADEC—are enduring legacies that will forever bring pride to the Horsfall name.
As a founding member of the Board of Trustees of PANDEF and a custodian of Kalabari heritage through the historic Omekwe Paramountcy, he stood as a shield for our people and a voice of wisdom for Nigeria.
As you navigate this profound moment of grief, please know that you are not walking this path alone. The entire PANDEF family across Nigeria and the Diaspora stands shoulder-to-shoulder with you, offering our prayers and deepest solidarity. We have directed all PANDEF chapters to observe seven days of honor in his memory, beginning Friday, 11th September 2026, as a token of our reverence for his lifetime of service.
