PANDEF Mourns the Passing of Founding BOT Member, Chief Albert Korubo Horsfall

I have received communication from the family of PANDEF founding Board of Trustees (BOT) member, Chief Albert Korubo Horsfall, OFR, of his passage on Wednesday, 9th September 2026, at the age of 84. PANDEF is greatly shocked and saddened by this news.

Chief Horsfall, an aristocrat from Buguma in the Kalabari Kingdom of Rivers State, was a prominent national figure. He distinguished himself professionally as a security icon, serving as a pioneering Director-General of both the State Security Service (SSS/DSS) and the National Intelligence Agency (NIA). He was also the founding Chairman of the Oil Mineral Producing Areas Development Commission (OMPADEC)—the precursor to the NDDC—a pioneer Presidential Adviser on Niger Delta Affairs, and a one-time presidential aspirant under the Peoples Democratic Party (PDP).

In 2016, he became a prominent founding BOT member of PANDEF, where he played several vital leadership roles. He held the traditional stool of the Omekwe Paramountcy, known as a major historic naval headship of the Kalabari people.

PANDEF greatly mourns this titan of national and regional service.

All PANDEF chapters in Nigeria and the Diaspora are directed to refrain from official social programs and display his profile image on all platforms for seven days, beginning Friday, 11th September 2026.
